The Second Bill of Rights was part of FDR’s 1944 State of the Union Address. I found an illustration of a tattered American flag and placed the text on curved paths on the stripes in an ironic attempt to contrast the high ideals of the text versus reality of life in the USA, represented by the tattered flag. I utilized IM Double Pica as it was often used in Federal speeches and documents at the time.
